reduce active timers

make any level 3 active 5min cool down please. Its worth just getting mom5 wp5 etc atm just because you die so often, so active ras arent worth it

Just hurry back and jump them while toys are down ^^

It's been driving me crazy having 10min Ichor's, the action is too fast to have to wait 10+ min timers on anything.

5minute reuse might be a tad too fast, maybe -1/3 to each timer.
