VIP:
The Following NPCs Have Been Added/Altered.
-VIP Morph NPC
-RP/Bp transfer NPC has been changed.
  ~Non-VIP Members have a 2 day lock on this feature.
  ~VIP Members can transfer as much as they want.

Classes:
Various Abilities from the following classes have had their damage reduced.
(Based on Damage Logging)
-Animist
-Warlock
-Valkyrie
-Skald
-Shaman

Bugfixes:
-Dual Wielding Classes should now show an animation, and be able to attack.
-Charmable pets should now be CC-able.
-Warlock Uninterruptible Cast should properly use a % of their power.
-Charmable pets should no longer be CC immune.
-Savages now have their RR5 correctly.
-Mentalist RR5 now has a recast.
-Champion Level XP rate quadrupled.

World:
-Inside of Gothwaite remains Group Cap 2;
-Outside's group cap has been altered to 4;
-Players who remain in the PvP Buffzone, or Safe Ports, will automatically be teleported to the center of gothwaite. Bots are still allowed, however they can't be in a safe area.

What does inside of gothwaite mean in regards to group cap? Inside the harbor, inside the castle?
